My understanding of this is those pagers and the network they were connected to were only for use by Hesbollah.

He was probably meeting with someone who had one, being an ambassador and all.
Multiple news articles are saying this was a production level attack, on devices that were specifically ordered by Hesbollah.
Those devices were bought by Hesbollah, for their soldiers to use, and were connected to a network they operate.
From what I understand about the attack, even if one of these devices made it’s way into the hands of a doctor, it would have to be connected to the Hesbollah network to detonate.
They’re already at war though.
To take this to it’s logical extreme, how do you feel about assassination attempts on high ranking Nazi officials? They’re non combatants, after all.

Terrorism, in its broadest sense, is the use of violence against non-combatants to achieve political or ideological aims.
While it’s likely there were civilians hurt by this, the target was undeniably Hesbollah. So no, not terrorism.
That’s still a lot more targeted than the air strike example.

If most of your traffic is through your computer, you can Ctrl-Alt-Del and open task manager, then there are other tabs where they monitor network traffic. If your network connection is only to the Internet, and not any other devices, this will give you a very good idea of your bandwidth usage.
I have gigabit down, 400 up, and that is actually faster than my WiFi connection.
